Key expert 1:Team leader - Audit and Finance Expert (600 working days)
The KE1 will be in charge of implementing and coordinating activities 1.A and 1.B (see chapter
4.2). The team leader will also supervise non-key experts for the implementation of activities under
result 2.
Qualifications and skills (minimum requirement)
The key expert should have at least a Master’s Degree in financial management, accountancy, audit
and accounting, or equivalent professional experience of at least 2 years in addition to the requested
general professional experience; and shall be a member of a professional body such as ACCA,
ICA-Ghana or other professional accountancy body.
General professional experience (minimum requirement)
• At least 8 years of work experience in management, accounting and information systems
for controlling and reporting project activities, financial forecasts;
At least 1 proven experience in financial management of development cooperation
programmes/projects in the last 6 years (2012-2017).
Specific professional experience
• Experience in applied audit and financial accounting systems for central and/or
decentralised programmes;
• Experience of internal audit systems, financial monitoring and reporting;
• Computer literate with demonstrable knowledge of use of financial management packages
for production of financial reports with ability to use relational database software;
• Experience of 5 years at management level;
• Ability to coordinate the process of documentation of lessons learnt and reporting on
progress being made;
• A strong knowledge of EDF rules and procedures of EU funded projects;
• Experience in Sub-Saharan Africa will be an advantage;
• Excellent communication skills with good command of both spoken and written English.


Key expert 2: PFM and Procurement Expert (600 working days)
The KE2 will be in charge of implementing and coordinating activities 1.C (see chapter 4.2).
Qualifications and skills (minimum requirement)
The key expert should have at least a Master’s Degree in Public Policy, Public Administration,
Public Financial Management, Procurement or other relevant disciplines or equivalent professional
experience of at least 2 years in addition to the requested general professional experience.
General professional experience (minimum requirement)
• At least 8 years of relevant professional experience in the field of Public Policy and/or
Public Administration and/or Public Financial Management and/or Procurement;
• At least 1 proven experience in the field of PFM project in the last 6 years (2012-2017).
Specific professional experience
• Proven experience and expertise in implementing, monitoring or evaluating
programmes/projects related to PFM with specific focus on procurement;
• Experience in developing and providing training on standardised audit procurement
framework;
• Previous work in Sub-Saharan Africa shall be considered as an advantage;
• A strong knowledge of EDF rules and procedures of EU funded projects is an asset;
• Excellent communication skills with good command of both spoken and written English;
• Computer literate with coherent report writing skills.
All experts must be independent and free from conflicts of interest in the responsibilities they take
on.
Both experts will be involved in the implementation of activities 3. Project management/
coordination listed under chapter 4.2.
