Key expert 1: Team Leader, Senior Transport Planner & Engineer– (indicative input: 22
Man-Months)
Qualifications and skills
· MSc Degree in Civil/Road Engineering or related topic, or equivalent professional experience
of at least 10 years in the road sector on top of general professional experience, as defined
below;
· Fluency in English, both written and oral.
General professional experience
· At least 15 years of professional experience in road transportation and planning, institutional
capacity building and related assignments.
Specific professional experience
· Proven experience in projects aiming at applying ‘best practices’ in the road construction &
maintenance industry;
· Minimum 10 years experience in road project planning, procurement, design, contract
administration, and asset management;
· Working experience in at least three technical assistance programme, either as a team leader or
an expert, in the road sector;
· Working experience in preparing manuals and procedures for the road sector (e.g. project
planning, procurement, design, contract administration, and asset management);
· Proven leadership and people management skills in an international and multi-cultural working
environment;
· Minimum 3 years of experience in developing countries, preferably in the Horn of Africa;
· Experience as a trainer and working groups animation.
Main Tasks under Team leader responsibilities (not exhaustive)
· Coordinate, direct and control the activities of the team of experts;
· Liaise with ERA, relevant Regional State institutions, the European Union (EU), and other key
stakeholders such as the MoT, and make consultations on detailed scope of the assignment,
program of work and progress, receive comments and suggestions;
· Undertake an overall assessment of the legal mandate, institutional arrangement and capacity of
the relevant Agencies and Bureaus of the respective Regional States, and identity key issues
(problems and constraints) with emphasis on planning, programming, budgeting and financing,
design and contract administration (procurement included), asset management/maintenance,
and monitoring and evaluation;
Develop a detailed work program for the assignment, together with deliverables, and schedules
for stakeholders' workshops;
· Develop and supervise the manual/guidelines revision, training and the follow-up activities;
· Submit the deliverables and progress reports (monthly and quarterly), and an Assignment
Completion Report at the end of the service period;
· Perform all other activities required for the successful completion of the project.
List of possible task related to the manual/procedure revision and training topics (to be
selected after needs assessment and validated in coordination with ERA):
· In close consultation and involvement of other key staff, adapt and improve guidelines and
procedures on good management practices in planning, locating, designing and constructing
Regional/Rural roads taking into consideration safety, cost-effectiveness, environmental
friendliness and social acceptability;
· Develop/improve and introduce practical guidelines on how to determine optimum road
system, identify, select and prioritize rural road construction, rehabilitation, upgrading and
maintenance interventions, taking into account socio-economic criteria, traffic, user needs and
environmental and social factors;
· Provide guidance notes and training on how to keep minimum road standards for Ethiopia’s
Low Volume Standards (2010), taking into consideration traffic, user needs, road sector
objectives, road safety, as well as environmental and social sustainability;
· Provide practical technical guides and procedures on the use of topographic maps, aerial
photographs, GIS/GPS, and soil classification for the planning of optimum routes. Related to
this, develop guides on slope stabilization and stability of cuts and fills, as well as drainage
conditions and patterns;
· Establish standardized good practice for the estimation of road construction, rehabilitation,
upgrading and maintenance costs for planning and contracting;
· Introduce/develop/adapt procedures for identifying and selecting material and material sources,
and establish minimum sampling and testing requirements and schedule for quality control, in
accordance with geological maps, ERA Geotechnical Design Manual and the ERA Low
Volume Roads Manual as appropriate;
· Develop, improve, provide training on the use of road inventory and road condition surveys to
help determine appropriate types and intensities of maintenance interventions, and provide
guidance notes and procedures in developing and implementing performance standards for
defined activities and work methods, activity planning and scheduling, developing work
programmes and budgets, as well as on how maintenance work should be organized,
implemented, supervised, and monitored.
· With the expertise of the Institutional and Organizational Specialist, undertake an
organizational study, and recommended and support, upon approval the implementation of a
revised organizational structure, staffing plan, job specifications, position classification and
training programme.

Key Expert 2: Senior Road Maintenance Engineer – (indicative input: 14 Man-Months)
Qualifications and skills
· MSc Degree in Civil/Road Engineering or related topic, or equivalent professional experience
of at least 10 years on top of general professional experience, as defined below;
· Fluency in English, both written and oral.
General Professional experience
· At least 10 years of professional experience of which a substantial part should have been spent
in road sector and preferably related to maintenance.
Specific professional experience
· Working experience as technical assistant or supervisor in the road sector-at least three
projects;
· Experience in the programming and planning of road construction & maintenance;
· Working experience in preparing manuals and procedures for the road sector (project planning,
procurement, design, contract administration, and asset management) is desirable;
· Experience as a trainer and working groups animation;
· At least 3 years of working experience in developing countries;
· Familiarity with SSA countries and especially Horn of Africa is desirable.
Tasks under Road Maintenance Engineer Responsibilities (not exhaustive)
· Develop and implement a practical and sustainable road asset management system, to be used
to analyze regional road networks on the basis of road inventory and road condition data,
traffic, application of deterioration parameters and priorities of links, in accordance with
selection criteria for the determination of allocation of funds, and monitoring of performance
evaluation of outcomes;
· Establish road maintenance standards, maintenance procedures and manuals, and contract
documentation and operational guidelines for routine and periodic maintenance using laborbased
and a combination of labor-based and equipment-based methods depending on the type,
complexity and volume of works. Also, recommended and provide support in road
maintenance practices that are suitable for local specific conditions, and in taking measures
relating to slope stabilization, and stability of cuts and fills;
· Develop and support the implementation of quality control, and monitoring and evaluation
guides and procedures for road maintenance;
· Identify problems regarding road surface drainage control, and protection of slope failures and
landslides, and guide the introduction of corrective measures as appropriate;
· Recommended organizational and operational changes for implementing road maintenance
program, in an environmentally and socially sustainable manner; and
· Develop and run training program for the appropriate Regional State staff.
